This website has been built using Microsoft's Expression Web 4. It is a powerful program and well worth purchasing. It delivers standards-compliant web pages.
This template can easily be maintained by using Microsoft's Free Sharepoint Designer, available as a download here.
The template website has been written using XHTML and carries an XHTML Transitional Doctype, and is using a style sheet [CSS]. Explanation of what these are and how to learn are to be found here cascading style sheet and here at W3 Schools, or Web Monkey. A truly great help is to be found at HTML Basic Tutor.
Owning EW will help greatly in learning CSS and HTML,as this program will show up your errors as you work. A basic knowledge of HTML is still advisable.
The banner or masthead uses a graphic image controlled from within the style sheet as are the website's colours, font type, size and borders etc. This image can be easily changed for one of your own.

The colours are chosen, usually from the header image, using Color Pic which is a free download from ICONICO. Once one or two shades of colour are decided upon I use Slayer Office to get a palette of colours.

As you will see this is using the colours shown in the banner image with the exception of the red of the poppies. You are able to change all the website's colours, font type, size and borders etc. These can be easily altered within the website by changing details in the CSS [Cascading Style Sheet].
All the pages are controlled and updated by a Dynamic Web Template, which is included with this template. The menus and footer are saved in the 'includes' folder. It works by including it into the website pages. These too can be changed to whatever you need. A favicon is used too, which code should be inserted under the title of the code view of your index page and other pages.
